01 — The practice

Engineering that survives the audit

Arfa Digital Consulting promotes digital transformation through IT and AI solutions, software development, data analysis and strategic consulting — tuned for Swiss and European regulatory contexts.

Behind it is Benjamin Arfa: engineer, Technical Manager at HL7 Switzerland, and co-founder of BIRDBench Ltd. Nine years across ECB and Swiss FSO metadata modelling, FHIR data modelling for Swiss healthcare, BIRD open-source tooling, and Life Sciences manufacturing data.

About the founder

Shared infrastructure instead of licensed silos. Transparent rules instead of black boxes.

BIRDBench

A workbench of interoperable tools, extendable by AI coding assistants

BIRD Software Solutions provides BIRDBench, a tools workbench that brings together open and commercial interoperable extensions to the FreeBIRD application.

Because the FreeBIRD application is built on the ubiquitous, AI-friendly Django framework, developing your own custom extensions can be accelerated with AI coding assistants.

You can develop a tool that solves just the precise problem you want to solve and add it to the workbench, where it interoperates with other tools solving orthogonal problems.

Swiss Law Collection

Swiss federal and cantonal law as a queryable dataset

A dashboard over Swiss federal and cantonal legislation, plus a static read-only JSON, CSV and SDMX API served straight from GitHub Pages. Legal domains are harmonised across the Confederation and all 26 cantons, so federal and cantonal acts can be compared on the same axis.

Statute published as data rather than as PDFs means downstream systems can be tested against it, and Atom and RSS feeds make a change to the law something software can subscribe to.

Law as Code

Swiss law turned into rules a computer can execute

Built at Open Legal Lab 2026, the Swiss legal-tech hackathon in Magglingen. Articles of Swiss tax and social-insurance law are pulled from Fedlex and turned into executable rules, so a question about contributions or entitlement can be answered by running the law itself instead of re-implementing it by hand in every administrative system.
